About Vizcaya Operational Safety Systems

Vizcaya Operational Safety Systems was founded on one simple belief: small organizations deserve the same level of safety program management as large corporations — without the corporate overhead.

Originally from Hawaii, Monty brings more than 30 years of experience in safety and risk management, serving in roles from small-organization safety manager to Director-level leadership across business, government, and nonprofit sectors. He has led safety programs spanning construction, manufacturing, aviation, and industrial operations — from building airfields and managing large projects to overseeing production environments and conducting operational gap analyses.

Monty holds both a Bachelor’s and Master’s degree from the University of Washington and is a 26-year U.S. Army veteran. As an Army pilot, Aviation Safety Officer, and Department of Defense accident investigator, he developed deep expertise in operational risk management and investigative leadership.

He has worked alongside Washington State Labor & Industries (L&I), major industrial partners including Boeing, and numerous nonprofit organizations. Having also been a small business owner, Monty understands the realities of balancing operations, growth, and compliance.

Vizcaya Operational Safety Systems uses modern technology to enhance risk analysis and documentation — but remains firmly rooted in hands-on evaluation. Real safety effectiveness happens in the field, not just on paper.

Monty and his team provide structured, practical safety systems built for small and growing organizations.

Because effective safety protects people — and strengthens operations.
